Ecommerce Europe and several of its national association members sent today an industry letter to Commissioner McGrath responsible for democracy, justice, the rule of law and consumer protection calling for a one-year extension of the application deadline of the Consumer Credit Directive 2 (CCD2).
The CCD2 is due to enter into application from 20 November 2026. However, 23 out of 27 Member States did not meet the transposition deadline of 20 November 2025. This has created significant legal uncertainty for businesses operating national and cross-border payment systems, which are now faced with an increasingly limited timeframe to adapt their processes. Importantly, November is the peak season for online commerce. Businesses must already have fully operational and thoroughly tested systems in place to handle increased consumer demand.
In light of these unprecedented delays in transposition, the industry letter published today calls on the European Commission to consider extending the CCD2 application deadline by at least one year, to 20 November 2027. This would provide Member States with sufficient time to ensure proper and complete transposition, enable national authorities to prepare adequately, and offer businesses the legal certainty required to implement necessary changes.
