Following the publication of the “VAT in the Digital Age” legislative proposal on 8 December, and building on the previous webinar held on 1 June 2022, Ecommerce Europe and EuroCommerce are now organising a new hybrid event on 25 January 2023 to discuss the new legislation alongside policymakers and businesses.

The event will focus on the VAT in the Digital Age proposal with a focus on the VAT One Stop Shop 2.0 concept, covering:

  • The broader context of the EU’s VAT in the Digital Age initiative, including the next steps and its adoption into law.
  • The multifaceted benefits of a single EU VAT registration as proposed.
  • The challenges for businesses and governments in implementing the proposal, and how they can be addressed.

The need for such a VAT One Stop Shop 2.0 concept lies on the fact that the 2021 VAT rules for e-commerce sales to consumers do not address the issue of VAT registration for sellers holding stock in multiple Member States in order to be as close as possible to the consumers. In practice, e-merchants still have to maintain their foreign VAT registrations in every EU country where they are sending or holding stock. To address this issue, Ecommerce Europe and EuroCommerce welcome the VAT in the Digital Age’s extension of the existing VAT OSS to all shipments of merchandise where the seller of record is not located in the EU country of taxation, and in particular to:

  1. cross-border movement of own inventory across the EU,
  2. domestic sales from distribution hubs by a seller that is not established in that EU country.

During the hybrid roundtable in Brussels, Ecommerce Europe and EuroCommerce would like to provide insights into whether and how the proposed rules could help businesses, consumers & governments, and share ideas regarding the implementation of the proposal and the opportunities & challenges along the road to the rules going live. The meeting will allow for an in-person and remote attendance and will be held in the Residence Palace on 25 January 2023 at 16h00 CET, followed by a networking cocktail.
